Anyone with an interest in America's Civil War history is likely aware that President Abraham Lincoln signed the Confiscation Act on August 6, 1861 just a few months after the War began in April. One point: the Act declared slaves to be contraband and it established a variety of restrictions against the seditionists. Follow the above link for more details.
