July 21, 2011 is the day the Consumer Financial Protection Bureau is meant to start operations and synchronicistically it is a day of a US Mars Return, a 2-year cycle of new activities beginning that very morning.
The condition of astrological Mars on Thursday July 21, 2011 isn't what consumers needing protection from financial wolves and thieves could wish but it will be what we have to work from: Mars conjunct South Node, a separative and Saturnian point of the Moon. This gives a 'Mars/Saturn' vibe of 'inhibited or destroyed vitality' to the bureau's nativity which, given its powerful opponents, may be directed at the bureau and its mandates rather than at the fraudsters and banksters who have made its creation necessary.
Mars conj SN indicates a questioning of societal values which is good as far as it goes yet there is a hint of 'stepping aside' if those values don't suit. However, Mars/SN may give the new bureau a 'loner' identity where it acts on its own decisions and disregards what others say or do. This I would consider a positive manifestation since I am in accord with the American people's need for such protection which then has a voice of authority that can speak up for we-the-people when larger forces oppress.
Where there is abuse, the bureau may bring civilian cases though criminal ones would have to be turned over to the Department of Justice, something that doesn't always result in justice being fairly given to the disenfranchised in America today, as you have noticed.
Negatively with Mars/SN, there can be a tendency toward acting at the wrong time or in the wrong place which antagonizes others into opposing the bureau's actions or findings. Anger, frustration, and even violence can result and it's quite clear that being set up under a Democratic president will make the CFPB an entity that Republicans will gum up at every turn (Elizabeth Warren gave up being abused by a Republican-ruled House and will not head the agency she created, as most consumers wanted--instead it will be headed by Richard Cordray.)
So I must wonder if the bureau will be able to do its job at all or will simply create more stand-offs, gridlocks, and ideological straw men that Washington dis-serves the American people with now. Hopefully, Mr. Cordray will put his best political face on before every game of chess he'll be playing and can keep the CFPB from ending up like a kitten ensnared in string.,,cute as all get out, but quite toothless.
And of course, plutocratic Republicans would never have set up such an agency to aid unwary consumers, the hapless pigeons of their Pluto/Chiron dreams!
The only other aspect made by Mars in our national Mars Return chart for 2011 is a semi-square (45 degr) to Jupiter in Taurus, a money sign. This is a minor indicator of obstacles, irritation, and frustration yet if determined to succeed, may result in a dynamic release of energy.
The Mars/Jupiter semisquare may also be descriptive of monied interests (banks, Wall Street--the Bull--credit card companies, global wheeler-dealers, monarchists, etc) interfering in the bureau's actions and decisions at every turn for the aspect astrologically stamps a 4th harmonic imprint upon the entire enterprise. Breaking News: at 10:40 am today (7.18.11) London police were called to the address of a former News of the World reporter Sean Hoare found mysteriously dead which is said by officials to be "unexplained but not suspicious". What??? A suicide? Well, with Pluto on the scene and such high stakes, perhaps other participants in the Murdoch phone hacking probe should think seriously about watching their backs.

President Obama has one of his weekly 'bully pulpit' messages for us which spotlights US economic issues and the theatrical Default Stand-Off with his usual well-crafted, seemingly direct approach.

Thanks to a concerned reader who took time to leave a comment on this blog, I have become aware of the case of Sunny Sheu who was murdered for investigating his own victimization by mortgage fraud in New York. Was the plutocratic, disenfranchising, oppressive, racist duo of Pluto/Chiron present at the scene of the crime?
Mr. Sheu was "kidnapped, intimidated, and threatened by two NYPD detectives at the Queens DA bureau", it is reported by DailyKos (June 23, 2011.)
Very soon Mr. Sheu was dead from blunt force trauma to the head (or, a 'seizure' or, a mysterious 'collapse') and several irregularities in statements by police and medical examiners, plus, conflicted autopsy results have muddied the water for those who wish to know the truth concerning what appears to be the assassination of Sunny Sheu. His determination for truth and justice took him uncomfortably close to the powers-that-be, by which I mean, whoever is now protected by Mr. Sheu's silence-by-murder.
Actually, Sheu's difficult ordeal (a fraudulent foreclosure on his own home bwo forged documents) began ten years ago. You'll find reports with fuller details at Naked Capitalism and at The Daily Bail where SO'W's concerned reader suggested I go to familiarize myself with the Sheu case (of which I was unaware until today.)

His father, a real estate firm owner, acted as state treasurer for the 1980 presidential campaign of Ronald Reagan so our Mr. Cantor is quite the dyed-in-the-wool Kool-Aid imbiber of Starve The Beast Ideology with a transnational corporation persuasion perking underneath all the charm.

Happy 164.79th Birthday, Neptune! w US natal Neptune
In dealing with Politics through the lens of Astrology, one grows accustomed to thinking of Neptune's less attractive traits such as deception, illusion, confusion, fraud - plus, the masses, the media--well, you know the list of nebulous, yet sometimes inspired or even divine, tendencies and provinces of the gaseous planet.
Yet as seen from Earth, Neptune is one of the most beautiful objects in our solar system with its blue methane cloudiness and a charming, mysterious quality of elusiveness (telescope or binoculars are needed to spy upon the Sea King!)
So I was happy as a puppy with two tails when my friend Crystal Pomeroy, who writes the insightful column Moon Meditations @ Daykeeper Journal, sent along a link to a celebratory, informative article concerning our eighth planet, the rather glamorous Neptune.
Tuesday July 12, 2011 was Neptune's 164.79th birthday since its discovery on the evening of September 23, 1846. Yet in true Neptunian fashion, a veil is tossed carelessly across even that event for actually, Galileo was first to document (January 1613) what he notated as as a 'fixed star'...which we now know was planet Neptune!
US natal Neptune in the sign of The Worker, Virgo
Current US circumstances with jobs elusive and bank fraud run rampant (with much still hidden and un-indicted) may be described in part by Neptune (loss; fraud; deception; disappointment) in Virgo (work, service; discrimination) ruled by quicksilver Mercury which in America's natal horoscope (July 4, 1776) is retrograde in Cancer at a very interesting degree in the Sabian Symbols in relation to the events and participants of 1776 and to our national character in 2011.
US natal Mercury '25 Cancer' = "A Man Wrapped in an Invisible Mantle of Power."
Now it's true I always think of Pluto's Cape of Invisibility (and Adam Weishaupt, founder of the Bavarian Illuminati, in May 1776) when I read the word picture for '25Can' yet Neptune plays an obscuring part in the charade as well. Neptune is quite the masquerader and actor, as is well known. And that, dear reader, becomes more and more apparent as the mummery of the debt and budget 'meetings' (rehearsals?) continue up to the wire of Default and obscures from realistic view what may occur to US and World markets after August 2, 2011 if a devil's deal isn't reached.
And as America approaches her third of three 'hits' from transiting Saturn to US natal Saturn (a 'Saturn Return' which occurs approximately every 28 years: accountability issues must be addressed) I am put in mind as I watch and listen to the debt brouhaha on Capitol Hill that the cold water of tr Saturn (restriction; denial; delays) stamped its signature upon Mr. Obama's presidency and America's n Neptune (hopes, dreams, ideals)...in Virgo, sign of Work and Health. (Being without work or income greatly affects one's mental, emotional, and physical health.)
Tr Saturn saluted US n Neptune on August 27, 2009 and that evening, Mars was closest to Earth as calculated at the International Planetarium in Vancouver, B.C. by way of a code (mathematical formula) found on a pyramid near the Observatory Hotel in Palenque, Chiapas, Mexico. That night Mars (in Tropical Cancer)looked like a second Moon! Are sky-watchers the Maya now considered the Greeks of America?
Of particular note politically is the handy timing device of the parallel between tr Saturn and US n Neptune (similar to a strong conjunction) which formed on September 10, 2009, an interesting date in Politics. Challenging, confrontational Mars in Cancer was just passing US n Jupiter and about to conjoin US n Sun, the president and this was the evening that President Obama addressed a Joint Session of Congress to urge the passing of his health care reform bill (more insurance reform, really) and was rudely interrupted by Joe Wilson's martian shout of "You lie!"

The Tail of the Dragon (South Node, SN) conjoins tr asteroid Hopi, keywords: ambush; prejudice which seems to me is a theme of the Tea Party's challenge to Barack Obama. Sorry, but there it is, right there in the chart. This doesn't mean that all Tea Partisans are racist, only that those at the top either feel that way or have determined that their political advantage is assured by appealing to that nasty prejudicial strain in the American psyche - even though the majority of us come from generations of immigrants of all skin colors. FDR tests our progress, White House debt meeting 7.13.11
As the debt ceiling-budget stand-off continues in Washington DC with Republicans drooling over their big chance to roll back FDR's New Deal programs and slash the tires on LBJ's Great Society jalopy, some words from Franklin Roosevelt's Inaugural speech of Jan 20, 1937 seem appropriate for the short-sighted on Capitol Hill.
Actually, I believe theses Utopians are very long-sighted since the plan to change the course of America (from what we-the-people have always been led to believe it is) is coming to austere fruition before our eyes (austere for us, dandy fine for them, they think.)
So being more on the side of FDR-style politics in times of financial troubles, and wishing the best for the American people if not for the radical, success-at-any-cost politicians now infesting Capitol Hill, I'm republishing a brief excerpt from FDR which for me sums up much of the question of 'what sort of country do we wish America to be?'
"The test of our progress is not whether we add more to the abundance of those who have much; it is whether we provide enough for those who have too little."

They don't want to pay on the credit card account Bush-Cheney ran up for 8 years either and they knew what they were doing when they passed the indebted baton on to President Obama, a Democrat.
Part of a long-range plan!
Now here are two more FDR quotes which vibrate all through the current financial impasse in Washington DC along side the quote mentioned above:

Save money, oil, and gas: stop our foreign wars! Or have war profiteers begin picking up the tab which is really theirs anyway.
Meanwhile, though jobs are elusive in our nation and this greatly reduces receipts for the US Treasury Department with which to pay our bills, Capitol Hillers are embroiled over the incandescent light bulb ban issuing from the bill signed by George Bush to wipe out the cheaper bulbs in favor of the more expensive variety which, here in the room where I type, casts a gentle glow from a lamp in similar fashion to mood lighting and which is hardly sufficient for seeing what you need to see.

Horoscope: Uranus Square Pluto on Aug 8, 2011

In case you wish a view, here's a horoscope of the closest orb I'm finding between disruptive rebel Uranus 4Ari14 Rx 8th house, and powerful, subversive Pluto 5Cap15 Rx in 4th house with the chart set for the White House, and Moon 11Sag53 conjoining the Great Conjunction of Pluto and Chiron (Pluto/Chiron = plutocrats) of December 30, 1999 which helped usher in the New Millennium and 21st Century.
Their orb is 1S02 (1 degree 2 minutes separating) which indicates a past event of a frustrating, blocking, or explosive nature; or, on psychological levels, it signifies unconscious eneries with similar 'obstacle' flavors.
As you see, out-of-bounds Mars 3Can25 (always touchy in Moon-ruled Cancer) sits upon US natal Venus, planet of relationships, attraction, and valuations. This transit indicates new alliances, partnerships, or cooperative relationships being formed which involve vigorous assistance being offered. Legal and diplomatic matters and social events go well or are at least the target of attention. This is not an especially strong aspect by transit but it will support stronger indicators if or when they are operative - if Pluto opposing Mars will allow it.
The fact that Mars-to-US-n-Venus occurs in 10th H of Public Standing and Career may indicate global importance, however, though tr South Node (SN), a separative, Saturnian point, tells us that things may not be going as well as we'd prefer in the Public Standing category (US credit rating on Moody's cutting board? The desertion of the dollar as reserve currency? But who can trust financial ratings or other 'watchdog' agencies after the purposeful financial carnage of 2008?)

Also, Mercury conjoins one of the Royal Stars of Persia, Regulus (00Vir00) with the keywords: success if revenge is avoided. With the Royal Stars linked to a chart, success is promised yet it can be taken away if the advice of what to avoid is ignored...similar in fashion to a test by old man Saturn.
One thinks of Rupert Murdoch's current embroilment with his papers' use of spying and hacking--and a publishing empire under threat of loss of reputation and business. Even a billionaire can have his credit rating affected by events, bad decisions, and illegal practices if they're egregious enough.
Mercury's first applying aspect is an opposition to nebulous purveyor of oil, gas, water, poison, scandals, and secrets - Neptune, also at a critical degree, 29AQ55 Rx in 6th H of Health, Work, Service including military and police.
And you see Ceres marked into the 7th H at 00Ari10 Rx, the Aries Point, where the asteroid makes her retrograde 'stand' or station, a strengthening of her energies for a specific period of time, on a World Point of Manifestation. Are more instances of starvation on the global agenda? Well, Ceres in Mundane Astrology represents grains, food supply, milk production, food security and insecurity, other security needs and issues, and nurturing conditions. GM foods may be emphasized here. And with the nurturing Moon, natural tenant of the 4th H, strong in the 4th H, Real Estate may be emphasized but with the Part of Fortune conjunct landlord Pluto.

Now Jupiter 9Tau34 is happy in his own 9th H of Philosophy, Religion, Foreign Lands, Higher Education, and the Legal System. His helpful trine from Pluto has passed but is still of some slight influence (4S19), and the two money planets (actually Pluto is a third), Jupiter and Venus, separate from their square (3S51) showing someone's recent splurge toward self-indulgence, luxury, and laziness! Financial difficulties, obstructive legal matters, or secret involvements are also potentials of a Venus/Jupiter square and we hear of these in the news each day.
Highlighted in red pencil is the T-SQ pattern just mentioned between Mars-Pluto-Uranus, with quirky Uranus conjunct the 8th cusp of Shared Resources, Debt, Credit, Insurance, Big Business, Transformation, and such. The Part of Brethren conjoins usurping revolutionary Uranus in this particular chart and I leave to you to decide if this Part describes any group of actors in particular. (Uranus shows how people behave so here the behavior relates to Mars-ruled Aries and, I believe, to 'Utopians' as Ebertin suggests.)
Around the chart in green, America's natal planets are notated; no natal ASC or MC are added for the US since their positions depend on which natal horoscope you prefer. If you use the Sibly version (July 4, 1776 5:10 pm LMT Philadelphia, PA), then the Moon 11Sag53 conjoins US natal Ascendant.
This ASC 8Vir09 is part of a closed circuit of energies we like to call a 'Grand Trine' though here, at one point of the triangle (marked by a dotted line), no planet appears, only an outlet (ASC) for the planetary participants, Jupiter and Pluto. Dueling News Conferences! This alert just came in--we must take action Now for our 'Democratic' president may have left the building. And he won't be returning if he pulls this over on the American people! The economy will tank without 'entitlement' monies being sent directly into the US economy by consumers who will actually spend it in America. Well, at least John Boehner figured out that it 'takes two to tango' so I suppose that represents some progress.
You know, it's beginning to feel around here as if Mr. Obama is #1 on Grover Norquist's speed dial. Maybe we can get Murdoch's tech guys at the WSJ to hack in and see, hmmm?
BREAKING: Today, in a press conference, President Obama came right out and said it: He's pushing for benefit cuts in important programs like Social Security, Medicare, and Medicaid.

Significance: This is the first time Obama admitted he is pushing "benefit" cuts that would hurt our grandparents, kids, and the disabled -- not just "savings" like negotiating lower drug prices.
2) "I want to be crystal clear -- nobody has talked about increasing taxes now. Nobody has talked about increases -- increasing taxes next year."
Significance: Polling shows that by 4 to 1, Americans want taxes increased on the rich. The "millionaires tax" proposed by House progressives would raise $1 trillion -- helping to take benefit cuts off the table. By his own admission, Obama is not even asking for this!
3) "The vast majority of Democrats on Capitol Hill would prefer not to have to do anything on entitlements; would prefer, frankly, not to have to do anything on some of these debt and deficit problems."
