Update March 23, 2017: as you've heard before now, Mr. Trump's health care bill vote has been postponed by congressional Republicans due to lack of support (not enough votes from their own party since allegedly no Democrat will vote for its draconianess and they need 215 votes to pass it). You may find that these actions and non-actions on Capitol Hill this week are at least partially described by the Mars-Neptune addition below The Young Turks' video report.
Another factor specific to Mr. Trump is Saturn's ongoing transit to his natal Moon (publicity) and South Node (a karmic Saturnian point of separation and/or of falling back on what worked in the past but no longer does = neurosis), a transit which restricts, denies, or delays his need fulfillment (Moon), lowers his popularity or approval ratings (Moon = the public), and may cause temper tantrums. Simultaneously (and because he was born under a Full Moon), Saturn opposes Trump's natal Sun and North Node which accounts for recent photos of a glum Mr. Trump with what is likely to be a bruised ego. Mars in Pisces Not at His Best Then Along Comes Neptune
As you know, now sitting is the 115th US Congress which convened January 3, 2017 with testosterone-driven Mars @11Pisces where confused, confusing Neptune has floated of late suggesting much of the troubles Republicans in Congress are now having with their shaky (some would say, disappointing) attempts to repeal and replace one of their favorite political boogeymen, 'Obamacare' (the ACA). For when transit Neptune spreads all over action-oriented Mars we have a period when deception and delusion undermine physical efforts to the point where some refuse to make any effort (or cast a Yes vote) at all!
Other potentials of Neptune to Mars include impractical, unrealistic schemes that over-promise great and/or quick results (as Trump and the GOP did), and though intuition may run high, other planetary factors must provide stability and cooperation in the activities of the 115th Congress. The GOP health care 'plan' is sub-par legislation on many levels and if we use the Mars-Neptune influence as a clue we find that a potential for "rioting over nationalized health care" could be in our future.
Well, Saturn, planet of workers, is certainly getting a work-out while in Sagittarius, sign of immigrants, foreigners, and religious figures and won't enter its own sign of governmental Capricorn until a few days before Christmas 2017--after spending about 9 days of December on the last degree of Sagittarius, a critical-crisis 29th degree, and passing through an important gateway, one of the Cardinal World Points of manifestation and prominence, 00Cap00:00.
Now Saturn in Jupiter-ruled Sag has been busy spotlighting those in the legal professions (and the self-righteous and the hypocritical!), plus, the immigrants and refugees of the world, while Saturn in Cap tends toward a more economic and materialist disposition (austerity and conservatism) which is not necessarily a good thing since it's a double signature of restriction, limitation, authoritarianism, paternalism, and loss. Status quo, The System, and The Establishment are also major Saturn bywords with the US Congress ('lawmakers') involved as well as seniors.
As we've discussed many times here on SO'W, when the mainstream media gets its knickers in a bunch and says, Look here look here! it behooves the American public to look in the opposite direction at the political machinations they're attempting to hide from our view via diversionary tactics.
Astrologically, we may wish to remember that the current 115th Congress began its tenure under the influence of a Fist of God (aka, Thor's Hammer) pattern if one doesn't mind counting the North Node of the Moon (NN, @4Virgo) as one point. In this case I believe it applies since the Cardinal Square between radical zealot Uranus in Aries and powerful saboteur Pluto in Capricorn forms the base of the Fist pattern which points toward the NN of the public.
We might even stretch to a midpoint picture between the three especially with the public discourse full these days with references to revolution:
Uranus-Pluto = NN:associations with others who share ideas on how to change the world through new approaches (M. Munkasey); and/or, teamwork pays off but egos are put first in line (N. Tyl).
Ebertin adds that the combination of Uranus and Pluto = collapse of the old order, construction of the new. What he doesn't add is the oppression, exploitation, and outright neglect of We the People who have little space remaining as it is on Washington's world domination agenda.

Based on her natal planets and my long term observations of her and Bill's past and present actions, I would have to say that Hillary Clinton is about taking power and following the global government script which will make pretense necessary on progressive (and other) issues. There are many ruses that are typically used in Washington DC--legislatively, certainly (well, she tried to get the bill passed, etc, as Farron mentions, above) and it seems to this astrologer that her natal conservative and stiltedMercury-Saturn square is prominent when it comes to campaign promises and other rhetoric, platforms, negotiations, deals, and other Mercurial endeavors. Her rhetoric may temporarily shift but underlying views Do Not.
And if we also consider the Fixed (rigid, set in its ways) energy of secretive Scorpio (including her stationaryMercury @21Scorpio and conservative authoritarian Saturn in Leo near her Mars-Pluto conjunction--more intense, focused Scorpio notes!) then changing her views and plans is not only difficult for her but, if pushed, represents a superficial exercise resentfully attempted in order to achieve her goal of controlling others and consolidating her power--in the White House.

Its points may sound familiar these 11 years later especially since transit Uranus in Aries (anarchists, Utopian zealots--Ebertin) is conjoining off and on America's natal Chiron @20Aries. Uranus in Aries describes, among others, the tea partisans who infiltrated the US Congress on the Koch Brothers' dime and would rather shut down the US government like cowardly traitors than actually govern our nation which imho puts them in breach of the public trust.
The RNC Full Moon conjunct US natal Pluto makes me wonder if plutonian sabotage lurks in July amidst the Republican National Convention in order to avoid a Trump nomination! Of course, Pluto can also denote violence out of control and during RNC 2016 the spotlight of a Saturn-ruled Full Moon will shine upon manipulative Pluto. As you know, Reinhold Ebertin says that one of the roles of Pluto in governmental Capricorn plays is The Dictator and this (as America nears her first-ever Pluto Return/s, three times exact in 2022) seems part of an ongoing campaign of sorts to totally take over the US government. Does Trump campaign rhetoric sometimes seem to drift into 'take-over the country' territory? For me it does, but you decide for yourself, as always. I am open to changing my mind about a lot of things.
